Our plans have been designed to deliver positive social impacts for the existing local communities within Hatfield Broad Oak

As part of the evaluation of this site, Durkan Homes has conducted a social impact analysis to understand the local needs and how these can be unlocked by the development of this site.

Social impact focuses on understanding and delivering positive impacts for local communities through design, construction and operation of places.

The opportunities uncovered are shaped around the local policy goals, particularly the Uttlesford Corporate Plan, focusing on housing and sustainability and the role sustainable planning and development play in tackling climate change and protecting the natural environment.

Support local economy

Employment and housing opportunities

This development will address the growing demand for housing with a focus on sustainable construction, social housing, and retrofitting homes to improve energy efficiency.

As a result of these proposals, this site could help the Council support the local economy by providing the following benefits:

  • The new development will provide employment opportunities in construction and related sectors, with contracts prioritising local businesses and trades.
  • By delivering 40% affordable housing it will also help retain young professionals and key workers who will have better chances to stay in their local area close to their families.

Community safety

Spaces for the community

The district aims to enhance social and community infrastructure while maintaining its rural character.

As a result of these proposals, this site could help the Council improve community cohesion and safety by providing the following benefits:

  • Streets and public areas will be designed using ‘Safer by Design’ principles, improving visibility and reducing crime risks.
  • Community engagement activities will provide a platform for residents to shape the development’s public areas.

Natural environment

Green spaces for everyone

These proposals will focus on climate change adaptation, biodiversity net gain, and sustainable resource management. Protection of Uttlesford’s chalk streams and designated wildlife sites is prioritised.

As a result of these proposals, this site could help the Council enhance the natural environment by providing the following benefits:

  • The development will incorporate a biodiversity net gain strategy, ensuring an increase in green spaces and native planting.
  • New green spaces and walking routes will enhance residents’ access to nature and 
promote well-being.

New housing

How can new housing benefit the existing village?

The new development will provide employment opportunities and provide new housing to attract key workers such as NHS staff and care workers. Currently, 59% of ‘hard to recruit’ GP training places are in rural areas. Evidence shows that new housing tends to attract more young families, which can help to increase the number of working age residents, particularly in this sector.

As part of the development, streets and public areas will be designed using ‘Safer by Design principles, improving visibility and ultimately reducing potential crime risks.

Housing developments can help deliver new social infrastructure in rural areas, such as schools and GP practices. The development of the Land South of Hammonds Road will particularly provide financial contributions as part of the Section 106 agreements made with Uttlesford District Council. Any infrastructure payments that the Council require will be assessed through further dialogue through the planning process and will be agreed before planning permission is formalised.
